Construction Initiatives


Central Procurement Directorate (CPD) is a key player in a number of initiatives aimed at making the public sector a best practice client when procuring construction projects and services.
The initiatives are intended to help achieve continuing improvement in value for money, based on whole life cost and quality, and to enhance the competitiveness of suppliers, through the development of world class professional procurement systems and practices.
Among these initiatives are:
  • Achieving Excellence Initiative for Northern Ireland

    This initiative aims to make the public sector client a best practice client when procuring construction projects and services. The purpose of this Paper is to set out its background, summarise the key action areas of its Client Improvement Plan and introduce its Implementation Programme.

  • Achieving Sustainability in Construction Procurement
    This comprises the Government Construction Clients Group's Sustainability Action Plan (pdf, 137kb) and its accompanying document (pdf, 79kb).

  • Buildsafe
    Buildsafe NI is a 5 year safety initiative for the construction industry that brings together the public sector client, the industry, the trade unions and the Health and Safety Executive for Northern Ireland.

  • Construction Industry Forum for Northern Ireland

    A leaflet explaining the purpose and aims of the Forum.

  • Rethinking Construction
    The website of Constructing Excellence in Northern Ireland. The primary aim of Constructing Excellence in Northern Ireland is to establish itself as a focal point within the Northern Ireland Construction Industry and to promote the implementation of the Constructing Excellence agenda to all sectors in the industry.

  • Sustainable Construction
    The Sustainable Construction in the Guidance to Purchasers section of our website provides guidance which is also relevant to Suppliers. The advice is related to the practical implementation of Achieving Sustainability in Construction Procurement and Achieving Sustainability Action Plan. These documents are shown above under the Construction Initiatives heading. The guidance also is concerned with the practical implementation of Achieving Excellence in Construction Procurement Guide 11. Suppliers will be particularly interested in the targets set for recycled/re-used content in construction projects.

  • Code of Practice for Supply Chains

    This Code sets out the core principles that will rule the behaviour of all members of Integrated Project Teams – Government Construction Clients and Integrated Supply Chains (of Consultants, Contractors, Subcontractors and Suppliers). The Code was jointly developed by the Government Construction Clients Group and the Construction Industry Group.
