eServices

Central Procurement Directorate is changing the way it does business.
On 06 May 2008, CPD switched from its previous tendering system to a new web-based e-sourcing platform. The new system is supported by BravoSolution UK Ltd and offers increased functionality which will benefit clients, suppliers and buyers.
Vendors who wish to do business with the Northern Ireland Civil Service are invited to register on this system. Further information can be obtained by clicking on e-Sourcing - Supplier Registration (pdf, 4.2mb)
The development of eCommerce systems is revolutionising the approach to procurement. It offers the opportunity to reduce the costs of procurement, improve efficiency and competition, increase the proportion of public sector resources available for programme expenditure, enable monitoring of contracts and provide a range of management information. The development of eCommerce systems is also consistent with the general policy of encouraging greater use of electronic systems as a means of conducting business by both the public and private sectors in Northern Ireland.
CPD has also successfully delivered its first electronic auction. Suppliers were invited to respond to a secondary competition for the provision of IT hardware. All responses were evaluated and then a "reverse" auction held to obtain additional value for money and achieve greater savings for the Department of Finance and Personnel.

All secondary competitions from CPD's Frameworks before 06 May 2008 are issued with our e-tendering software – ProCon (http://procon.cpdni.gov.uk). This system will be phased out by August 2008.
GPC CardThe use of the Government Procurement Card (GPC) to acquire low value (routine) goods and services is recognised as an effective means of reducing the high administrative costs associated with low value purchases. CPD promotes the extensive use of the GPC throughout the public sector linked to eProcurement services.
